They are extremely competitive; and when they are doing as poorly at the weight cuts as they are on the mat, they can decide that they'd rather deal with a few more weeks of ill health. If weight cutting is unhealthy, then the healthy alternative is safe weight cutting, which is not a challenge most athletes seem to face, but one they should be made to face.
